And if you withdraw dollars from VTB Bank, with the master card there will be a commission, or without commission only baht in tinkoff.

If you withdraw through cash advance in a bank branch, there will be no commission of 220 baht, which ISMs take. But there will be a commission that VTB takes, if of course it takes. And dollars cannot be withdrawn - only baht. So if the card is dollar- then there will be a conversion, at the bank rate. Which is not always the most profitable.
