Faster probably in Russia. And more convenient/cheaper - in Phuket.

In the Russian Federation, for this you need to unlearn at a driving school, pass exams on traffic rules and then pass an exam on the site. Like it wasn't that hard. It took about a month because without a certificate that you studied for the exam was not allowed.
