You need to contact the hotel or the hotel manager, come up with some worthwhile excuse, as a rule, they go to the meeting canceling the reservation on their part, while it turns out that it is not you who canceled, but the hotel itself, and the money is not withdrawn from the card. Another option is to block the current card and re-order a new one + create a new account in booking from another mail.

Ask for technical support and or the hotel to recalculate at the new prices of the same hotel. I think they will meet halfway.

It is irrevocable, that it cannot be canceled. When booking, you specified the card details. If you make a reservation, the hotel will still be able to deduct the entire amount of the penalty from this card. You can definitely block the card or leave a zero on it. But all this is from the field of theory and it is unclear how it can resonate in the future. As an option, you can write in support of Booking. They have an action "Found cheaper - we will return the difference" - try to turn to this.
