The bank has the right to refuse even on the basis of a passport with the exact spelling of the name and surname. The bank in this situation does not owe you anything at all. Need money - go to the ATM. If you don't want to pay a commission to an ATM, show maximum courtesy and loyalty.

In law. Especially if the Russians or even the IDPs are right. On thai rights seem to be issued without problems.
