You can get from Phuket from the new bus station. Just go there, look for a window that says Hua Hin and buy a ticket. It is better to come in 1-2 days, as there may be no tickets. There is one flight at 7 am (but it is worth clarifying, they can change the time). Also try to go to the window with buses to Bangkok, perhaps some will pass through Hua Hin.
