Guys, father-in-law wants to take small pebbles from Phuket, not a large bag for memory to take home, he will be allowed at customs? Are there any in charge?!

Exactly pebbles? Not shells or corals? In theory, there should be no problems. But it is better to put in some iron box and luggage just in case. Or carry in hand luggage or even in your pocket - while you go through customs. And before security control, transfer to hand luggage.
