Legally, at intersections it is even written that you can turn left if you do not interfere and there is no interference)

This is part of the rules of the road in Thailand. You look that you do not interfere with anyone and go, it is allowed. Just a left turn.

It is not stark, in case there is no red arrow to the left at the traffic lights. If there is, you wait.
