has anyone far outside of Russia tried to open a Tinkoff card? Can I do that? And then I look at various jokes and understand that it is still profitable for travel, although I am biased against Tinkoff Bank.

Won't work. They need to meet live with their representative there. And so I suspect that in a year or two they will come up with something. What difference does it make where this representative sits - in Tula or in Patong.

If initially there is at least some of them - then they will open. if there is none, they will not open it.
