The visa department works everywhere only on weekdays from Monday to Friday. Plus, there can be all sorts of holidays - both Thai and local - when the consulate also does not work. And so in google laos thai embassy and on the official website of the embassy you look.

Nowhere on Saturdays and Sundays do not work. Opening hours are easy to look at Google Maps.
