Or in Bangkok at the consulate. Or, as recently discussed here, you can try to make a power of attorney in Phuket in English, and on the spot (where to present it) already translate it and certify it at the local notary. But the option is not the fact that the worker - it is necessary to specify at the place of presentation - this option will suit or not.
